As former Minnesota Attorney General, Lori Swanson has a wealth of experience providing legal representation to the Minnesota Board of Medical Practice and other health occupation licensing boards and to the Minnesota Departments of Human Services, Health, and Commerce.  She has been involved in thousands of lawsuits and regulatory actions on behalf of the State of Minnesota and represents clients in a wide array of health care matters.

Former Minnesota Attorney General.  Ms. Swanson served as Attorney General of the State of Minnesota from 2007 to 2019.  As Attorney General, Ms. Swanson served as the state’s chief legal officer, representing the State of Minnesota and the public in a vast array of legal matters.  Ms. Swanson was a “working” Attorney General who developed a national reputation for her accomplishments in numerous fields, including health care, insurance, consumer protection, nonprofit regulation, and regulatory enforcement. She was named one of the top twenty Americans making a difference in health care by Health Leaders magazine.  The National Consumer Law Center presented her with the Robert Drinan “Champion of Justice” award for her work in reforming arbitration forums.  She was awarded the Pro Patria Award by a project of the U.S. Department of Defense for her support of National Guard and Reserve members serving overseas.  She was named one of the top ten lawyers in the United States in 2009 by Lawyers USA.  In 2014 the University of Wisconsin School of Journalism awarded Ms. Swanson the Distinguished Service Award.

Former Minnesota Solicitor General.  Ms. Swanson served as Solicitor General of the State of Minnesota from 2002 to 2007 and Deputy Attorney General from 1999-2002.  In this capacity she was a lead lawyer in litigation which created a third-party mediation system for mental health care coverage, revamped the governance structure for nonprofit organizations providing Minnesota health care, and was provided representation to state agencies and boards that regulate medical care.

Chairperson of Federal Reserve Board Consumer Advisory Council. In 2004, Ms. Swanson was appointed to the Consumer Advisory Council of the Federal Reserve Board of Governors in Washington, D.C., was elevated to Vice Chair in 2005, and was appointed as Chair of the Federal Reserve Board Consumer Advisory Council in 2006.  In this role Ms. Swanson actively conferred on issues relating to the relationship between health care debt and poverty.

Private Attorney.  Prior to her election as Attorney General, Ms. Swanson was a partner in a Minneapolis boutique law firm specializing in complex insurance, health care, legal and regulatory matters.  She is now the founding partner of Swanson Hatch P.A., where she appears on behalf of  clients in state and federal courts and in state administrative actions.  Ms. Swanson has represented, advised, and counseled hundreds of companies, organizations, and individuals in litigation, transactional, and regulatory compliance matters.

Ms. Swanson graduated with distinction with a degree in journalism from the University of Wisconsin and magna cum laude from William Mitchell College of Law.

Emphasis.  Among other things, Ms. Swanson provides strategic counsel and litigation services to clients in matters ranging from complex administrative and enforcement actions and litigation to regulatory compliance.  She counsels clients on internal and government investigations, reputational protection, and strategies to resolve complex challenges and government investigations, including negotiations with regulators.  She represents clients in numerous types of work in regulated industries, including health care, insurance, nonprofit and charitable institutions, and consumer protection.

The State of Minnesota requires physicians and other health care professionals to obtain a license in order to practice in the state.  There are over a dozen health occupation boards in Minnesota.  For example, the Minnesota Board of Medical Practice licenses and regulates physicians in Minnesota.  Other professional health licensing boards include the Minnesota Board of Dentistry, the Minnesota Board of Nursing, and the Minnesota Board of Psychology.  The Health Professionals Services Program (HPSP) also has regulatory authority over licensed health care professionals.
